Health Care Reform
Health Care Reform Has Been Passed Health care has been passed. Both a primary bill and a bill of fixes to the original legislation were passed the week of March 22-26. President Obama signed the original bill (HR 3590), The Patient Protection and Affordable Health Care Act, on March 23 and the fixes on March 30.
Here is a look at the major events of passage:
- The full Senate passed HR 3590 on December 24, 2009 by a 60-39 vote (Check how your Senators voted here). The House passed this same bill on March 21, 2010 by a 219-212 margin. HR 3590 was signed by President Obama on March 23.
- HR 4873 (Health Care and Reconciliation Act of 2010) passes the senate by a 56-43 margin on March 25 (Check your Senators vote). It passes the House later that night by a 220-207 vote and is signed by President Obama on March 30.

CBO Analysis of the Senate Health Care Bill
Self-Employment Tax:
The self-employed pay an average of $12,106 per year for health insurance.* (Kaiser Foundation). Because they cannot deduct this as an ordinary business expense, they pay a 15.3 percent payroll tax on their premiums. SAF is a member of the coalition supporting Equity for Our Nation's Self-Employed which is advocating for legislation that would remove this significant inequity within the tax code that penalizes self-employed and makes it difficult to afford health care coverage.
There is legislation in the House (HR 1470) and Senate (S. 725) to level the playing field for the self employed, yet these provisions have not been offered as an amendment to the larger health reform bill.
