Reforming the way in which regulations are conceived, written and implemented is critical to the future of small business in the United States. In the past Congress has considered legislation to reform the regulatory process and hold the federal government accountable for the impact its regulations have on small businesses. Some ideas designed to hold regulators accountable for their regulations include a requirement to analyze the paperwork that may be generated by a new regulation, a cost-benefit analysis and a risk assessment to identify whether or not the regulation is actually needed. These ideas, coupled with intelligent congressional review, could go a long way toward assisting small businesses.
